Gabriel Menchero – WCRD PRESIDENT 2025 & 2026

Communications professional with 20 years of experience working with governments, civil society, academia, and media. He has worked in the Mexican diplomatic field (SRE). Responsible for designing, developing, implementing and managing institutionalized information, liaison and interlocution spaces with the social sector on foreign policy issues and the international agenda. Mexican delegate to the United States Department of State’s premier professional exchange program (IVLP) within a multi-regional project on engaging citizenry through social media. In 2016, he joined the Department of Media and Digital Culture of Tecnológico de Monterrey as a lecturer. Since 2018, he is General Manager of Frecuencia CEM, Tec’s radio station in the State of Mexico.
Eva Gustavfsson – 2021 PRESIDENT, WORLD COLLEGE RADIO DAY & WCRD BOARD MEMBER

Eva coordinates the whole global event, and also helps run the legendary 24-hour Global Marathon that spans the world on World College Radio Day
Carlos Araya-Rivera – WCRD BOARD MEMBER
Carlos was a journalist, radio producer, consultant and trainer for various media outlets, organizations, and institutions in Costa Rica (University of Costa Rica’s radio stations, National Chamber of Radio, Ministry of Public Education, Inter-American Institute for Cooperation on Agriculture, State of the Nation Project – United Nations Development Programme, and the National Learning Institute). An undergraduate and graduate faculty member at the University of Costa Rica for 35 years, he holds the rank of Full Professor in Mass Communication and Library and Information Science. Within the School of Communication, he served as Associate Dean (2007–2009). He also coordinated the Research Committee for the School of Library and Information Science (2025). Other roles held included coordinating the Media and Information Literacy Research Program of the Institute for Research in Education (2016–2022). He collaborated with the Provost’s Office as a trainer of university faculty in teaching mediated by Information and Communication Technologies (2006–2014). Since 1992, he has served as an academic advisor to Proyecto CONTRASTES / RADIO-E, the longest-running student communication learning community in Costa Rica.

Eva Lus is coordinator of “Radio Universidad de Navarra” and member of the board of ARU, the Spanish Association of College Radio.
Paula Healy – IRISH NETWORK OUTREACH
(Flirt FM 101.3, IRELAND)
Paula is Station Manager with Flirt FM 101.3, Galway’s Community of Interest station. She also works with The Irish Student Radio Network, NUI Galway’s Youth Academy, and freelances as Studio Engineer,
Audio Editor and Graphic Designer. She is secretary of Craol: Community Radio Ireland, and a board member of Tulca Festival of Visual Art.
Ray Burke – IRISH NETWORK OUTREACH – WCRD VICE PRESIDENT
(Wired FM, IRELAND)
Ray is Station Manager with Wired FM, a college radio station in Limerick, Ireland. The station is a partnership between Mary Immaculate College and Limerick Institute of Technology/Limerick School of Art and Design. He presents a a weekly music show on the station, occasionally runs gigs, and writes about music for various publications.
Claire Richardson – CHIEF TECHNOLOGY OFFICER (CTO)
(Former World College Radio Day member, Nebraska, USA)
Claire handles the day to day servers and other services for the foundation as well as new technology innovations and implementations of ideas. She enjoys hiking in the outdoors and playing with her dog Joy.
